An RMA is a regional mobility authority. It’s a political subdivision created to finance, design, construct, and maintain transportation projects. An RMA can be formed by one or more counties to run both tolled and non-tolled projects. In this article, you will find everything about RMA and its tolls.
What is an RMA?
An RMA (a regional mobility authority) is a local transportation authority. They build and operate toll roads with other transportation projects. Each RMA brings local leadership to the local issues impacting the transportation network. Regional mobility authorities are created with various goals in mind but the most important one is addressing local transportation needs faster than would be possible under traditional methods. If there are any excess revenues, they are usually used for other transportation projects in the area. The Texas Legislature first authorized the creation of regional mobility authorities in 2001 under Senate Bill 342. An RMA is authorized to finance, operate, and expand a wide variety of transportation facilities and services. These may be tolled and non-tolled highways, airports, ferries, bikeways, and intermodal hubs. Such projects can be financed using numerous methods like private equity, public grants, government loans, the sale of tax-exempt revenue bonds, and revenue generated from existing transportation facilities. The administration is overseen by a board of directors with the Governor of Texas as the chairman. Each county has at least two board members who serve two-year terms. They must reside within the country they represent, and they cannot work for the Texas Department of Transportation or any government entity within the geographic boundaries of the Mobility Authority.
